A good idea is important, but how do you make it happen? Serving under-served populations of military connected students and unemployed job seekers develops a strong foundation for our communities and demonstrates the values we outline in our missions. Partnership is the key to unlocking the potential to open in-demand career opportunities for those who need us most. We are constantly improving the support and services we provide for this learner group.
- Speak with your local Workforce Board members and counselors to determine true needs for the community.
- Process the meeting and review the opportunities within your wheelhouse.
- Partner with other departments and World Education to fill education gaps and service expectations.
- Complete the individual training plans for the identified opportunities and verify their validity with your partnering units.
- Discuss the training outcomes with your Workforce Board members and counselors and present the training plans. Include your educational partners and SMEs to convey the message.
- Supervise the expansion of your WIOA enrollment.

We have had tremendous success during the first two quarters, and I know we can continue the upward climb. If you have any other ideas to help increase sales, please bring them to Account Management so we can discuss them. Our final quarters will focus on WIOA and supplying you with the needed tools for success. If you are interested in submitting programs for ETPL approval, let us know and we will gather the needed program data. World will be offering an incentive to college partners that participate and enroll WIOA students starting in August, so get ready!

What’s common among the top partners…. Large military and workforce enrollment; outreach programs that meet the target audience where they are; and marketing collateral that is mailed and staged in highly trafficked areas. Get ready; Stay ready!
Title I is the primary source of federal workforce development funding to prepare low-income adults, youth, and dislocated workers for employment, and to help them continue to build skills once they are employed.
Title II is the main source of federal adult education and literacy funding, including English language services.
Title III Programs
Title III funds the Wagner-Peyser Employment Services program, which provides labor exchange services that match employers with qualified job seekers.
Title IV funds Vocational Rehabilitation which supports a wide range of services designed to help individuals with disabilities prepare for and engage in gainful employment, and secure financial and personal independence through rehabilitative services.

The Workforce Innovation and Opportunity Act
The Workforce Innovation and Opportunity Act, or WIOA, helps job seekers acquire industry-recognized credentials for in-demand jobs. Additionally, training that leads to industry recognized post-secondary credentials is emphasized.
WIOA legislation is designed to strengthen and improve our nation's public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers, and World Education is here to help! The WI0A program can help individuals who want to enroll in career training programs and get back to work!
Our programs are designed to help those with significant barriers to employment into high-quality jobs and careers and help employers hire and retain skilled workers. Let’s partner to deliver Online Career Pathways to address Unemployment, Underemployment, and military transition.
Serving those most in need - both job seekers and low-income workers - is not only about who walks through the door of a one-stop center.
Outreach and Recruitment Techniques - Go to Them
Depending upon what the demographic data on the region indicates, certain populations may require more outreach. For each type of special or targeted population, you may need a unique method or strategy for locating, attracting and retaining their participation in workforce programs.
For example, you may have a referral or notification process with local shelters to outreach and recruit youth that are homeless or runaways. You might also have a referral process with a social services agency to refer pregnant or parenting youth.
At a minimum, you would need to know where out-of-school youth are located. Then, you can get the message out to those youth and possibly locate a computer center/facility to attract and retain youth in one location. There, you will be able to engage the youth and conduct an intake.
The same is true for veterans, for disabled individuals, ex-offenders, public assistance recipients, English language learners, etcetera. Setting up a referral process with an agency that is in regular contact with job and training seekers will help you successfully carry-out outreach and recruitment.
WIOA (Workforce Innovation and Opportunity Act): Funds training for unemployed and some underemployed individuals to gain in-demand career skills.
TAA/TRA (Trade Adjustment/Realignment Act): Funds training for individuals who have lost their job because it was sent overseas, or as a direct result of an increase in overseas imports.
Voc Rehab: Funds training for individuals with a physical or mental handicap that presents a barrier to employment.
